I have a random question

I recently got my first respect point. I went on a topic on the message board and it showed the respect/disrespect thing for the starter of the thread and only on the first post. This really confused me because I thought I could only give/take away respect if I had over 25 respect. Help?

I think it shows up, but if you try to use it, it doesn't actually change anyone's respect.
